Spotlight Report: SDG Achievements in Kazakhstan, 2025

To assess Kazakhstan’s progress in achieving the Sustainable Development Goals (SDGs), the Civil Society Development Association “ARGO” together with the Public Opinion Research Center (CIOM) and with the support of Action for Sustainable Development (A4SD) and the European Union conducted a national survey based on the People’s Scorecard methodology.

107 representatives of civil society, including non-governmental organizations, educational institutions and the media participated in the survey.

The People’s Scorecard methodology that was developed in 2016 is focused on the comparative analysis of SDG implementation, taking into account the perception and experience of civil society
organizations. The approach is based on the ‘No one left behind’ principle and allows reflecting the
views of the groups that are often underrepresented, which ensures the objectivity and inclusiveness of the results. The method is based on a qualitative assessment of the implementation of each of the SDG goals, using a structured questionnaire and a system of indicators. Experts discussed the results of achieving the SDGs by answering the questions presented in

• Part A. Respondents also rated progress on a scale from -5 (significant regression) to +5
(significant progress).
• The results of the assessment, reflecting the perception of progress on the SDGs by civil
society, are presented in Part B of this report.
