Brief description

The Spotlights Initiative (SI) will contribute to strengthening regional leadership, coordination, sharing knowledge and operation of the network of organizations on protection of women’s rights to support collective and strategic interaction of CSOs with governments and other actors within the framework of the broader Alliance for Central Asia in the CIS.

The SI will provide small grants to CSOs in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, with a particular focus on strengthening the institutional capacity of grassroot organizations that currently have no technical capacity for access to funding from international organizations. Providing assistance in capacity development will be included in the small grants program in order to support effective monitoring, ensure quality control and the best use of funds, as well as to provide a coordinated approach to strengthening the CSO capacity for participation in women’s movement.

As part of the SI the existing local organization was identified in Central Asia – the Civic Participation Fund (CPF) that should become a regional grant-making body. The CPF will receive technical support regarding grant-making requirements and support for capacity building to ensure regional leadership and make an impact on policy-making.

 

Goal of work

Resource Mobilization Consultant will provide technical support for the CPF staff through consultations, training, coaching to jointly develop strategies for resource mobilization and use of alternative funding mechanisms for the development of grant programs on support of women’s initiatives in Central Asia.

 

Scope of work:

 

  1. Analysis of regional and country strategies and programs of international organizations and donors, as well as businesses on support of women’s initiatives in Central Asian countries. Mapping of the existing and potential partners and donors.
  2. Joint development of strategies for resource mobilization in the Roadmap format that will include:
    • Potential partners for grant programs funding
    • Partners for joint search and resource building (including contacts)
    • Project ideas that correspond to the Spotlight Initiative and the countries’ needs
    • Mapping of the existing and forthcoming opportunities for funding
    • Description of the requirements for writing and submitting applications
    • Detailed plan for Year 1
      • Identify and prioritize short-term and long-term opportunities for funding for the years of 2023-2024
      • Establish contacts and communication strategies with potential partners, international organizations and donors
  1. Preparation of CPF’s presentation package for resource mobilization
    • Demonstration of competencies and strengths
    • Demonstration of achievements in project administration, including support of women’s initiatives and gender issues.
  1. Consultations, trainings, coaching (offline and/or online) for the CPF staff on implementation of the strategy for resource mobilization.

 

Candidate selection process for work performance

Shortlisted candidates will be invited for an interview with the competition commission. A service contract will be signed with the finalist.

Qualification requirements

Education: Higher education with specialization in social sciences or other relevant fields.

Work experience: at least 5-year work experience in consulting, training, coaching on resource mobilization, practical experience in developing and implementing strategies, writing applications and attracting resources together with non-profit organizations in Central Asian countries.

Other skills: excellent command of Russian, English and the languages of Central Asian countries, skills in writing documents, policies, manuals and reports, computer skills.
